PSC.4 – QUALITY ASSURANCE AND SAFETY MANAGEMENT FOR PRIVATE SECURITY COMPANIES OPERATING IN THE MARITIME ENVIRONMENT This standard provides guidance to PMSCs on the implementation of ANSI/ASIS PSC.1-2012 for private maritime safety companies. Demand for specific PSC services has reached record levels in recent decades, and private companies` capabilities now include a range of services critical to the success of war battles on the ground, as well as other more traditional stability operations and emergency contracts. While previous calls for corporate responsibility have resulted in successes such as the Kimberley Process and the Extractive Industries Transparency Initiative in widespread international operations, there has also been an initiative within the PSC and the emergency contracting industry to hold to account and implement a code of ethics to maintain services and operations.

However, contractors who use offensive force in a war zone could be considered illegal combatants, within the meaning of a concept described in the Geneva Conventions and expressly established by the U.S. Military Commissions Act of 2006.  There has been controversy over whether PMCs in active combat zones should be considered mercenaries.
By the end of 2012, the number of entrepreneurs who died in Iraq, Afghanistan and Kuwait had reached 3,000. Scientists have investigated whether contractor deaths impact the public`s “accident sensitivity” when replaced by military deaths.  Victim sensitivity is related to the inverse relationship between military deaths and public support for sustained military engagement. The deaths of entrepreneurs could account for nearly 30% of the total losses on the AMERICAN battlefield since the beginning of the wars in Iraq and Afghanistan.  The use of private security companies by NGOs in dangerous areas is a very sensitive issue.
